The Executive Board manages the Company’s day-to-day operations. Martin Sabbagh serves as the Chairman of the Executive Board.
Martin Sabbagh
Martin Sabbagh is currently the CEO of JCDecaux Middle East & Africa, where he oversees and is responsible for the successful operation of 25 markets. He brings in commercial, strategic and operational skills and knowledge from his tenure as CEO in the Middle East, where he successfully and consistently managed to grow the business since his appointment in 2015.
Martin joined the JCDecaux group in 2007 as a Merger & Acquisition Analyst, where his commercial and strategic knowledge and skills were quickly recognised, affording Martin to be promoted to Head of Investor Relations. He worked with the group’s senior financial officers, responsible for creating the appropriate strategy, framework, and tactics to assist the groups continual success.
Martin brings a wealth of industry knowledge to the business, understanding the long-term vision of the group for the Middle East & Africa. His leadership and vision will ensure that the JCDecaux market standing and reputation are exemplary across all business disciplines, to ensure growth and continual success.
Regional Managers
Lunga Majija
Lunga Majija currently serves as the managing director for JCDecaux South Africa. He is an experienced Civil/Structural Engineer and Project Manager, holding an MBA from the Gordon Institute of Business Science and a BSc in Civil Engineering from the University of Cape Town. With over 10 years of combined experience in Consulting Engineering—covering commercial and residential buildings, heavy industrial, and mining projects—and EPCM Projects in the petrochemical and energy industry, Lunga joined JCDecaux Africa in 2017 as head of Operations for Sub-Saharan Africa, and was promoted to Director of Operations Middle East & Africa's role for JCDecaux. He is responsible for implementing the South African business growth strategy by continuing the digitisation of our assets, supporting our data by design approach, service delivery and customer excellence to attain corporate sales and profitability objectives.
Shavalen Moodley
Shavalen is an experienced financial leader and a sound analytical thinker with keen strategic and operational skills across business disciplines. He joined JCDecaux in 2018, where he held the role of Financial Director of Southern & Eastern Africa, implementing several policies and processes to improve the business’s margins and cost structures. Shavalen is the Regional Managing Director of Southern & Eastern Africa, responsible for achieving the company’s growth projections in a dynamic and competitive environment. He is accountable for developing sales strategies and corporate sales targets across product portfolios within each mark to achieve the business commercial targets.

Rishaan Ramkissoon
Rishaan Ramkissoon serves as the Director of Legal Affairs for the Middle East and Africa and manages the legal portfolio for 22 countries across the region. Prior to joining JCDecaux Africa in 2012, Rishaan functioned as Legal Counsel at multinational consumer electronics companies and as Legal Manager in one of South Africa's foremost insurance firms. With over 13 years of experience, including extensive cross-border experience in multiple jurisdictions across Africa, Rishaan is an admitted Advocate (Barrister) of the High Court of South Africa, holds several legal qualifications, and has a national diploma in marketing and management. Rishaan also serves as an Executive Director of JCDecaux South Africa.
Kholekile Twala
Kholekile Twala began her career in Human Resources at Bytes Managed services in 2006 as an HR Consultant. She also completed her studies in HR Management at UNISA. In 2011 she joined African telecommunications giant MTN and was HR Manager until her departure in 2016. Prior to this she was Head of Human Resources at Econet Media’s Kwese TV from 2016 - 2019 and assisted in driving HR strategy and policies for the company’s media business, initially in South Africa and then later across the rest of Africa. Kholekile is a professional in Strategic Human Resource Management, currently appointed as Human Resource Director at JCDecaux – Sub Saharan Africa
Mashau Nefale
Mashau Nefale started his career in various roles within the civil engineering industry, holding a BSc in civil engineering from the University of Cape Town and completing his MSc in project management at the University of Pretoria. He worked on many complex projects across several industries, including his last project, the biggest Wind Farm in Africa. Mashau joined JCDecaux Africa as a Branch Operations Manager and now holds a position as Operations Director of South Africa & Southern Africa, where he is responsible for maintaining high quality and standards of operational work, achieving the industry's highest health and safety standards. Mashau is a true professional, introducing new approaches and standards to the business, assisting our market position, and ensuring that our customers interests are always at the forefront of our business.
Archie Masebe
Archie Masebe, Sales Director for JCDecaux South Africa, is dedicated to enhancing customer relations and stakeholder engagement to meet the company's commercial needs. With over two decades in advertising and communications, Archie has a proven growth track record. He held key management positions at the McCann Group, such as Managing Director, overseeing multimillion-dollar campaigns for major local and global brands. His corporate journey started in marketing and communication at Standard Bank Corporate, Young & Rubicam, and Toyota Motor Compan, where he consistently produced sustainable results throught deep business insights and by fostering a collaborative and performance work ethic.
Lélanie Butler
Lélanie Butler is an advertising and media specialist, with over 20 years of experience, working in a range of management and leadership roles. Lélanie has years of experience in OOH, working as part of the management team for some of the biggest companies in the industry, with many accolades and accomplishments across the span of her successful career. Lélanie joined the JCDecaux group as head of Digital and Innovation, showcasing the creative magic of OOH, with new thinking and approaches to the company’s digital properties. Lélanie currently holds the role of Director: Projects and Innovation, where she is responsible for custom builds, innovation and special projects across the business product portfolio.
Kudzai Kanyangarara
Kudzai Kanyangarara serves as the Head of Sales for Africa, responsible for commercial growth and development across 18 markets. He oversees agency relations and direct sales, leveraging over 20 years of experience in client relationship management and business growth strategies. Kudzai has successfully led brand communication initiatives across Africa, the Middle East, and Europe, contributing to the success of leading global and local brands.

Terrick Stock
Terrick Stock has years of experience in the media industry, starting in 2007 as a sales executive in the print industry, where he worked on several international publications. Following from his success and many accomplishments, Terrick joined JCDecaux in 2013, where he has played an instrumental role in the company’s success. Holding different sales leadership roles across divisions. He currently holds the position as Head of Sales for Direct business, where he is responsible for and manages all direct business on behalf of the company.
